Between the ages of 14 and 18 I had no trouble getting into clubs in London, Manchester or Melbourne. I remember being denied once at the door of the Hacienda in Manchester when I was 16 (1983/1984), not because of my age but because the security guard thought I had some drugs and wanted a cut. I didn't have any drugs and got in later that night when someone else was on the door. There was so much graft running through the Uk club scene in those days that underage patrons were the last of the clubs worries.
