Also depends on country too. USA is gonna pay higher than China.
Personally I just prefer to stay on PPS this way I know there won't be any ROI issues later where they lower the per lead price. no not really normal, it varies by program - but sure it can go that high, doesn't have to be the street rate. In any case, it is always dependent on your free to pay conversions even if they have a hard per email payout without conversion minimums.

You found the catch.
Watch out for conversion requirements for free:paid too. As well as the period of time for the conversions to count. Some programs will have a period of only a week where if you send 75 frees but have 0 paid joins you get nothing for the 75 frees. Others the period is cumulative or one month or 15 days.
