The starting point would be a babelogger V3 base script I have from 13scripts.com
Design of the site would be a "pirate theme" so a logo with the site name on it.
Logo and template do not have to be originals as long as they match theme.
Layout is pretty simple. Will show samples of other babelogger sites for each section.
Mods needed: ajax star based voting, tags for posts, tag cloud based on tags for main page, featured posts on front page, hosted videos (create embeded videos). submit posts via admin.
This is a pretty simple job for anyone who uses babelogger regularly.
