I'll put my finger on it for you. It's two things.
1) The obvious: the hair isn't working. Instead of a wild-and-free look, it just looks frizzed at the ends. It also makes his ear look funny. Pulling his hair back in a ponytail or brushing it down to the sides would do a lot of good.
2) This is the important one. It's his posture. Looking at him from the side you can see that he's hunched a little. His shoulders are so far forward they are almost lined up with his chest instead of being back where a man's shoulders belong when he's standing. It looks like he's leaning forward just a little. Simply straightening up would help a lot. How you carry yourself has a lot to do with how people perceive you, even in a photo.
