Let your rep know you want to add GA's phone and SMS billing to your cascade, you sign up on GA's site
www.Global-Acces.com and give CC Bill your GA account info. You can also block US traffic so just your international traffic cascades to the phone/sms. Btw, GA is paying $6 per SMS in the UK.
I am no longer contracted to GA to promote them, but their solution makes sense. If you need anything from them, I can make it happen, and integration is super easy, especially with CC Bill.
