you blamed payoneer , and even after admitting your mistake you continue to be under some assumption payoneer has anything to do with it.. they have nothing to do with it.
if your neighbour stole your car, in broad daylight , while being recorded by 500 camera's , his bank can't close his account or give his money to you.. payoneer can't either.
in your case the dude stole something after you already bought it. Payoneer legally can't do anything, you are basically asking for them to commit a crime to recover your money.

other than the whole part about you saying they are providing account with fraudulant funds when you admit there was no fraud and the deal went through legally and properly.. it was only later you say the domain was stolen from you..( your friend )
