Most likely because they all do the same shit with regards to illegally disregarding the constitution.
They won't go after somebody that's doing the same thing that they're doing.

2nd guy is poor and will most likely commit more crimes. makes very little money and will contribute very little to society and most likely be involved in illegal activities and not pay any taxes
