Obama makes many promises that he can't keep but he does it because he feels as if he can win the people over with the things that he says. He usually revises those statements at a later date and then people are disappointed or disillusioned. What else is new? This is the way he runs his life and it has worked for him up to this point. Unfortunately for him, the public is waking up and making their minds up that he is not "all that and a bag of chips"! The polls are rapidly declining and people are seeing what a mess he has made of our Nation in a record amount of time.

Carbon is not the problem, it makes up 0.041% of our atmosphere , 95% of that is from Volcanos and decomposing plants and stuff. So people in the US are responsible for 13% of the carbon in the atmosphere which 95% is not from Humans, like cars and trucks and stuff and they want to spend trillions to fix it while Solar Panel plants are powered by coal plants
