What theory? It's not a theory... Based on the Constitution, Congress has the power to make the choice they did with the U.N and Nato. Like it or not, it's 100% constitutional.
And no Obama isn't doing that, at all. The CIA which has been doing it for who the fuck knows how long, created AQ, and funded it, armed it, and trained it, continues to do so today... which has ZERO to do with Obama.
