Actually it's not Fox News saying it. It's the United States, Canada, Israel, Netherlands, United Kingdom and Australia governments that list them as terrorists. It's the EU which condemmed their activities and passed resolutions stating they were committing terrorist activities. They won't add them to a blacklist because they are afraid that THE TERRORISTS will attack their countries. Russia, Argentina, France and a slew of other countries have condemmed them for terrorist activities.
