I believe because it also expands in the tank at the pump, so when you're paying $3 a gallon, you aren't always getting a gallon.

The tanks are usually about 15+ feet underground, where it should be much cooler than above ground. Does the gas heat up much upon transfer from the underground tank to the gas pump?
