Back in the day there was only ICQ. If you wanted AIM you had to have an AOL account. Eventually AOL opened it up so that you could have a free AIM name without having an AOL account but really so much of us hated AOL so much and all that it stood for and the retarded Noobs that used AOL so we pretty much stuck by ICQ.
