That is how it works EVERYWHERE! The 3rd world countries are just cheaper to operate in. Even in the USA, you can probably find a local cop who is struggling with a mortgage and make a deal for just about whatever you want. The police, whatever country they may be in, are no different than the mafia except in only that they are state/government sanctioned. So if you pay off the right cops, work on their terms, keep them out of trouble and throw them a few good arrest from time to time (that would be your competition) then you will have it made.
