well, as standalone code, sure it can't. But the thing is that with some customization or by using plugins (depending on what you need more or less) it can do it all. Of the ones you mention:
- sortable rated comments --> yes, you can build your own from scratch, use a plugin or do a small mod to any Comment rating plugin (basically take the DB and order it)
- specialized forum --> I'm not sure what do you mean here, but WP has pretty good forum plugins OR you can make WP itself work as a forum. OR you can bridge it with most forum software
chat --> many plugins for chat, you can also build an AJAX chat relatively easy
gallery --> please tell me you're kidding Not only WP has a built in gallery, but the gallery plugins for WP are the top of the crop
video --> we've developed a video solution for WP that is 10 times faster than any free or commercial script, bundled or standalone. More complete, handles ANY (and I mean ANY) kind of video (avi, wmv, mpg, mp4, flv and even smaller video versions for mobile), creates galleries on the fly, rotating thumbs, assigns screencaps to posts, watermarks and so on. I don't know of any other CMS that can do this other than WP. But even without our script, there are hundreds of video plugins for WP, ranging from very simple to pretty complex

As an example of what I mean, our multimedia manager script could work with Drupal and Joomla with some small mods, but... why bother? For the 3 persons that may use Drupal or Joomla? Seriously, it's just common sense. The day I see someone asking for Drupal or Joomla, that's the day I'll care about it, after all it's our business. In the meanwhile, it's just a waste of time
