    The barbarians have pretty much moved in and now the government wants to give them citizenship for fighting in the army = direct parallel.

                                                      For Romans, the offer of citizenship was a means of incorporating different conquered peoples with greater ease.

                                                      In our case, I'm not really sure what it is.
