I saw a join page with the following options to get a membership..
if they clicked the credit card option to join you got paid
all of the other links said FREE ACCESS via, phone, checking. If they clicked them, you did not get paid.
The credit card option showed the amount to be billed beforehand
The free options did not.
I am sure that 90% of surfers clicked the free join options.
The sponsor's excuse? "That is how we can afford to pay $30 pps."
