1) Yes they tried. As you can see that guy was armed. The police officers were armed too. They had a right to shoot him down when he denied to follow their instructions. As you can hear, they told him 100's times: "Stop doing that, drop your weapon or we'll have to shoot you".
2) He was on drugs. Did you note he was almost not reacting on their kicks when they were trying him drop his weapon EVEN when his leg was shoot?
3) He was DANGEROUS not for the police only but for all the ppl on the road.

IMHO they have to shoot him as a mad animal but not just hurt him

P.S. He was screaming "Please stop, thats enough, please stop you are killing me" but still was holding a weapon. Nice...
