There are a million reasons but one of the big ones is that the when Clinton was president the republican controlled the house and senate and they controlled it for most of bush's term. If there had been a democrat majority During Bush's first term they may have made more noise. . . then again they may not have.

First off Clinton was impeached, not tried. He was impached for lying under oath.

As far as trying to impeach Bush based on "lying about WMD", it might be a bit of a tough sell when most of the other side of the aisle also believed it to be true. Even Clinton, before leaving office, believed it was true.
