It's been proposed, but gone nowhere due to the complicated issues involved.

Who constitutes a "kid", and even more daunting, what content is suitable for a "kid", since standards varies widely throughout the world - who decides what's suitable, who enforces the standards, etc ...

At the global level, .KIDS is far more difficult to implement than .XXX (even that's not a sure thing yet despite the recent vote and could be further delayed), and hence some countries, including the United States, have instead implemented .KIDS at the country level ... for example, there's a .KIDS.US 2nd level ccTLD - http://www.cms.kids.us/forgrownups.html
