                  I hear ya, but I often think about the fact that they are dealing with a billion people who all know the laws and the ripple effect of law breakers in a centralized society this large has often been catastrophic.

                  A bad medicine kill of 100 people in the US could possibly kill 100 thousand in China under the same circumstances.
