Lets face it, the best they did, and even that is open to debate, is hijack some planes and fly them into buildings. In terms of explosives, they suck ass.
What they do have is a bunch of idiots who are willing to die for a cause, so that is really the only thing that makes them somewhat scary. Even then, they blow themselves up in a market in their own country, killing 30 people. Big deal. Until that starts happening on the streets of New York, I don't have much faith in them to do much of anything.

In one morning, in a highly coordinated effort, they sent the twin towers to the ground, damaged the pentagon and almost took out the White House. Imagine if they had made it so the first plane to hit was the one going for the White House and they succeeded in taking out the President.
All that happened that morning succeeded in bringing America's aviation to a grinding halt. It caused the US to change the way it flies from now on and all those security checks and delays every flier endures is a direct result from the events of 9/11
In one morning they brought America to it's knees, deeply impacted our lives, changed the way we live and continue to do so. They certainly can't be taken lightly and continue to be one of the biggest threats.
