Isn't it still taking a percentage of the content owners normal revenue though and distributing it in part to the tube? If that's the case then denying or ignoring a valid DMCA is still a very serious charge when combined with offering such a program. Some courts might construe it as racketeering type behavior.
I'm 100% for a free program independently administered and available to all parties to utilize as a best practice. I'm not okay with something which could be used to push out competition (tubes not owned by the existing industry leaders or content providers and content based sites not owned by the same) or otherwise extort people. In my opinion something like this might best be administered by a government organization or a organization outside adult (such as a joint effort among ISPs). There's a lot of potential for corrupt and anti-competitive activities. For instance, I'm not saying this will happen but how do people know that once the program becomes the standard they won't triple the rates or percentages?
