To fly around Europe its Ryanair - if you don't mind not flying into the Major city. Most times they have a bus to take you there tho, so its still cost effective, but adds maybe an hour each way onto your journey.
Easyjet are quite cheap too, I personally wouldn't fly with them tho, they have a horrible record of delays, lost baggage, poor service etc.

RyanAir and Easyjet are low cost. The service level is equal to the price. In other words, there is no service and they charge for your luggage. You won´t even get a reserved seat.
Nearly the same with Germanwings. Germanwings and Easyjet at least go to real airports ad do not take you to some destination miles away.
Airberlin is pretty good, but they are more expensive. You can check them at airberlin.com. They use new aircrafts and you can be sure they maintain them well. I always use them or Lufthansa. You´ll get some nice offers at Lufthansa as well.
Air berlin uses Palma de Mallorca (PMI) as a hub. So you can get nearly anywhere to Europe with them.
