I honestly believe that 99% of gun owners are very responsible. It's that one percent that slips though. And all of those people with hand guns.... Where they fuck are they when this shit goes down?

Unless I am mistaken there is a check to see if you have been in a mental institution...but unless I am mistaken these records only go back seven years. As for the shooter he apparently had never been treated for mental illness let alone having been institutionalized.
In his case it is my understanding that the college and the campus police did not communicate with the city police or the Sheriff's office...their concerns about this guy...and agency to agency communication should be mandatory. Though I doubt this would have prevented the guy from purchasing a gun or the shooting.
