In my "young and dumb" days (and before Caller ID) we would look through the phone book and call obvious Asian names. If they answered and it was apparent that English was a second language, we would say that we were with the sewer company and that their toilet was causing a neighborhood blockage. We'd tell them to flush the toilet; pretend that we see their toilet in our "system" and have them block the toilet and do all types of crazy shit.
We'd also instruct people to operate on their phone (pretending to be a telco).
Ahh, the memories....
