I think he's right. People don't choose their sexual orientations (and pedophilia certainly seems to be one), so you can hardly blame them for having that particular proclivity.
Whether you can blame them for acting on it is another story. Society doesn't seem to want to give people like that any options other than acting out or total denial.. some would argue that latter precipitates the former.. so nothing really gets done to put a dent in the problem.
You just get a bunch of angry, emotional shreiking that solves nothing.
