The material is Public Domain, that means anyone in the world can do whatever they want with it. Under the law, no restrictions, ownership or inhibitions can be placed on public domain material. Manning is legally allowed to do whatever he wanted with the material and any attempt by anyone or any Government to inhibit the right to use public domain is in itself an offence.
