They can. I've seen it done on multiple occasions. If you were someone worthy of respect, or could even be taken seriously, I'd share my Youtube records with you so you can see everything that happened, step by step.
Why they may do one account and not another is their call, not yours or mine. But they have the authority to do so and that is the point.
