The fact you can get 45% of the population to vote yes on something like this is a positive. Anyone thinking this would pass this time was high. 10 years ago I doubt you'd get 35%. As more old folks die off and more younger people become of voting age it's a matter of time before this passes. They'll try sooner but ideally 2016 is the soonest I'd try this again.Comment
