Couple things to think about. If you really could force people to read all of that you would have 1 out of a 100 read it all, if that. Putting the enter link under the terms doesn't insure that they will ready it anyway, it just makes it harder to find the enter button. 95% of the people who hit a disclaimer / enter page don't look or read anything, they go right to the enter button. You never want to inhibit people from entering your site. I would have the enter button / link somewhere smack in their face so they can't miss it.
