I can understand the atm fee is high. Regarding the monthly fees if you keep the account empty or close to empty they won't be able to charge you a fee. I think I am correct regarding this, but of course cashx rep should clarify.
Beside post-epass era I don't recommend you put a lot of money in ANY card account.
Also regarding card monthly fee it still cheap as explained in the other threads.
Paxum charge fee: Prepaid card Account Maintenance (paid yearly) $44.95
Cashx monthly fee: $2.95 x12 = $35.4/year
You can also use other withdraw method like direct deposit for $2 so you don't need the card and avoid the card maintaince fee. The account fee is free.
Still fees shouldn't be your primary concern.
Knowing your money and ID is safe should be your biggest concern.
