i need to rent a car in oregon and need to drive to cali
all places i am finding want to charge per mile driven out of state

Hmmm I rented once at the airport in Tulsa OK and drove to Springfield, MO with no additional mileage. It was with Hertz if I remember. Check with the airport rental agencies and ask to speak to a manager. See if you can sweet talk them.
