$500 a month is not much when it comes to hiring an SEO firm. But what actually matters is what they are giving you back for that $500? ... a simple report of your ranking? Of course its not worth it then. Anyone can make that report easily and free.
But again, for someone who have no idea how to check ranking across different engines and datacenters and how to make analytical report taking your competition into consideration, this $500 a month could be reasonable. Or may be he just don't have enough time to spend on reporting.
