Ringo is the LUCKIEST drummer in the world.
His son, Zak Starkey, is way better than Ringo ever was and currently playing with The Who. My brother, Kebo the drum tech, will be touring with The Cult this summer and they will be playing a string of European dates opening for The Who. He psyched as hell to meet Zak.
I went to high school with mike portnoy...never in my life have i seen him without a pair of drum sticks in his hands or in his back pocket...one of the nicest people i have ever met.
Of all time --- Bonham and Moon were and always will top the all time best list, they are gods.
Peart is the reining king though. The list of top existing drummers starts with him.
I'd like to add a shoutout here for the drummer of BOC. Maybe not the best drummer but that guy sure puts on a show, when he gets that dinosaur head on for "Godzilla" he pounds those drums nearly to ashes.

Still, the fact that I do not like Carey doesn't mean that you can't like him. He's a great and powerful drummer, but he doesn't come close to others IMHO. In fact, I really started disrespecting him ever since I read somewhere that he said that Bozzio doesn't play with enough "musicality".
If there is a drummer out there trying to take drums farther than just a percussion instrument, it's Terry Bozzio.
