What you have there is a cross between, "that shit is off the hook" and "for sheezy" is "for sure"
If something is off the hook -- it's just really "cool"... I think "off the chain" was first... then it went to "off the hook"... then "off the meat hook"...
So what you have there is essentially a fancy way of saying "cool for sure"...
