I think problem of payooner is you cant get normaly card,only over partner,and that means if you have let's say 100 aff programs then you also have 100 debit card to withdraw money and 100 payooner accounts.

If you have a Payoneer card from a partner (program) you can add other partners to that card. I don't use mine often but I remember seeing that feature.

I finaly got valid answer from live support:
Thank you. I am viewing your account and see that you don't have an additional account as yet. Should you opt. to have an additional account, we would offer you to merge the accounts, where possible. If you choose to combine your accounts, we will add this new account to your existing card. This way, you will only have to pay the activation and monthly fees once (instead of paying multiple fees for separate accounts).

Only different between epass and payooner is,payooner dont have usertouser payment system.So yes you get a card from payooner partner,and then you can withdraw money on atm.

I meant, do they offer wire transfer withdrawal or withdrawal back to your personal credit card?

No,they have only atm card as withdraw option.
