I am not sure if there is a minimum deposit for your payout, I believe you just get paid when the surfer deposits money and doesnt withdraw it although I could be wrong. I know the $105 is a special promo at the moment though.

It used to be $20 but I don't know if that changed.

They are probably factoring all the newly aquired webmasters that will keep their links alive after the promo is over into their equations. That way they will earn back whatever losses they have had by paying the 105$ per sign-up.
