why doesn't tracert work properly from a Starbucks ATT wifi connection?

I can access the sites that I am tracert'ing ok, but when I try to do a tracert from the cmd, it just sits there and times out over and over, no matter the site, google, anything

what causes that type of phenomenon?

trace route uses icmp and not tcp.
so usually they block this kind of traffic
