We have to follow Visa's rules and charge back the transaction and then the merchant have 60 days to re-presentment the transaction, if they do not do this (agreeing the CB is OK) then we will put the money back into your account.
I know its a hassle but we have to follow Visa's rules to protect ourselves and our card holders. It may seem as a hassle to everyone but there is a reason we have been in business for a long time while others have come and gone.

I find this excuse bullshit! PayPal has credited me back while on the phone with me. Netspend has credited me back while on the phone with me. Especially asking for all that documentation on my virtual card (not electron card) over a double billing. So simple to fix. Epass is scared of their own tail.
