From what I saw on the discovery channel you are correct.

They also stated that something like 1 out of 200 or 300 babies born the doctor is very unsure of the sex. (this is more common than most think)
sometimes its a female with an enlarged clitoris or sometimes it's a male with an under developed penis, and sometime less frequently a little of both. It was quite an interesting segment. Almost as interesting as the one on Sperm Warfare. (explained about the different types of sperm cells and how some are developed just to kill other sperm cells from other males as they swim for the goal)

you don't have to know the mind of god.. just elementary phsysiology.. yes.. a clitoris developed from the same piece of anatomy that the penis does.. in fact the cluster of nerves behind it extends quite deep into the body.. it's like the tip of an iceberg.. at any rate it's pretty obvious.. i mean they're both the most sensitive parts... and if you've ever studied anatomy you'll know that the body conserves time and energy by using the same 'template' and switches breasts "on" in one and balls on in another...
