In this context it is obviously being used as a figure of speech.. as in to imply there would be a "new world order" after deposing of Saddam. What else would you call it?
What is your assertion? That New World Order is a proper name? That Gordon Brown had just come out of his New World Order meeting and accidentally slipped up,, spilling the beans for all the world to see.. wow he must have been red in the face.

Saddam was the convenient ''bad guy'' or whipping boy to avenge 9/11. Much as Hitler's invasion of Poland was to rally public support ...
Had the US concentrated on Afghanistan, whose invasion was justified, IMHO ? continued to ''contain'' Saddam's Iraq at a cost of $12 Billion/yr ... How much did the invasion of Iraq cost ? $500 Billion?
For $120 Billion by now, containment might have achieved the same result in Iraq at about 25% of the cost.
That $400 Billion must be paid somehow. How? The housing market was used, abused then busted, then crisis and the financial mess that we have today.
Saddam got his revenge ultimately and a substantial part of the world sees him as a martyr to American Imperialism ? just what did the US and its allies win?

Yeah the US put him in there. Economics. They tried to take him out in early 90s and take control of Iraq. Then he still wasnt doing what they wanted him to do. So they tried to kill him a bunch of times throughout the 90s, he was very agile and good at dodging "jackals".
Until finally, got the real chance in early 2000s (right after 9/11) and did it.Jackals are CIA-sanctioned people that come in and try to foment a coup or revolution. If that doesn’t work, they perform assassinations—or try to. In the case of Iraq, they weren’t able to get through to Saddam Hussein… His bodyguards were too good. He had doubles. They couldn’t get through to him. So the third line of defense, if the economic hit men and the jackals fail, the next line of defense is our young men and women, who are sent in to die and kill, which is what we’ve obviously done in Iraq.
