This automatically qualifies everyone for all the same programs, provides incentives to get OFF the programs, AND allows the city and state governments to recoop MUCH of the expense of these handouts...

I'm willing to hear any feedback negative or positive on this. I really believe this would be a huge step in the right direction, a win/win for sure.

That is kinda like the Public Works programs which helped lift the US out of the Great Depression. I think a lot of people, who would not want to be on welfare, would want to do Public Works. Probably vice-versa too, but a lot of homeless people don't beg and we shouldn't have people with no place to go.
