Parents who discipline their kids rather than looking to the schools to be the only one that tries to lay down the law. Kids that aren't used to seeing adults as the authority in their own home aren't going to give any other adults the respect they don't give their parents.
In other words, people need to stop blaming anybody but themselves and the kid itself for their a child's bad behaviour.
In my school in the States at the start of each year we had to take a paper home and get it signed to say whether or not the school was allowed to use physical discipline (there was a huge wooden paddle in the principals office but I don't know of anybody that ever got it). Every year my mother would say no on the form and then write in her own comment that if I ever did anything at school that was so bad it deserved a spanking she would come down and do it herself.
