Blockaids usually involve international waters and is in fact considered to be an act of war...but then again the Arabs have been waging war on Israel since day one. Of course the country/countries whose flags are being flown on the vessels that are blockaided can legally interpret it as being an act of war...but I doubt that they will declare war.
