CCBill is not a bank, they charge you a wire fee to do the manual paper work/etc. Bank of America Charges 45 for international wires, not 47 and this is regulated by the Fed and in the end the fed is the one who charges since the wires go through the fed for processing.

However your bank receiving a wire is screwing you because it costs nothing to "receive" this is your bank just making their money. Banks make most of their money off fee's.
