I think that if a person owns and runs at least one site (even if they don't make a dime) they are a webmaster.
Now a successful webmaster is a different story, but for that you would need to define success, which doesn't have the same definition for everyone.-

There's no need to continue to learn once you know the foundations if you're at the point where you pay someone else to do the bulk of it. XML, Soap, Ajax, Web 2.0 stuff, I'd rather just pay someone to be honest.
