Do a forum search. A few people in the know made some very detailed posts about this subject in the not too distant past. Dr. Crisler in Michigan is one of the most knowledgable. Check his site AllThingsMale dot com. Also Bodybuilding dot com and Mesomorphosis dot com are good places for research. -
I'm on testosterone therapy. You need a prescription to get it, unless you want to get it on the black market. If you're going the therapy route, and not just cycling some steroids, I'd suggest just getting with a good doctor (like Dr. Crisler for example) and being under his supervision.112.020.756Comment

you can get a good doctor to prescribe legally if you have the money and aren't a youngster
black market or mail order is pretty highly illegal due to the crazy way the laws are made, you are fine to buy alcohol and destroy your body but try to buy hgh to try to improve your longevity and you are a criminal, it's a fucked up world we live in
the above is assuming and speaking if you are in the U.S., many other countries in the world tend not to be so repressive and draconian about this kind of thing

I've always had low test. Even before I touched any AAS, my baseline labs were low-mid range (early 20s). After a couple of years of cycling and improper PCT, I pretty much sealed the deal.
