Texas has a tiny natural wall that slightly slows them down... other states will follow.

Border Patrol stops car loads all the time... all over the place.
The power the Police are getting, is MUCH more restricted... and the reason they're getting is because Border Patrol can't keep up even when it's the largest growing job force in Arizona.
