google 'Photoshop plugin Portraiture' - that will do it. the best at it have other tricks they manually do.
essentially, you're smoothing/blurring skin, boosting saturation, adding skin highlights, dodge tool to whiten the eyes, same to the eyes
Portraiture is the way to go if you're not a Photoshop wizard.
Basically what I used to do for that airbrushed bright airbrushed looks. sharpened the edges a little, blurred the flesh tones with the blur tool, tweaked the saturation. doesn't look like they did much more than just do a blur over the whole thing, and raise the saturation a little on that image to me. I'm no pro though...
These photographs do not even capture a second in time. They are absolutely still photographs with no movement. Is that impossible? No, not at all. Good luck, BIGTYMER.

Glad it worked out for you. It's a whole image effect, (obviously) but doing it that way you can adjust it to your liking using the opacity slider, and / or a layer mask and a soft brush.

Well, the final effect is up to the individual designer. I do some things with even more layers, desat and vibrance that makes things really interesting... but without going into full blown tutorial mode, he seemed happy with the quick & free (pluginless) effect.

Guess I'm looking at it from a different angle. I think "ex-gf" I think of candid shots snapped at home with a pocket camera. Not Myspace. Not semi-produced wannabe pornstar PShop jobs.

But I think glamming up gf sites is more about webmasters not understanding the point of self shot sites as opposed to them tapping into the fact that emo is working it's way more mainstream.

If you were to ask me, I'd say that the roots of the "EXGF" niche are undeniable, they grew themselves from the popularity of the "jailbait" boards, where what is shared is generally myspace/photobucket/facebook attention whores posing in their panties,s/bikini, doing little ducklip poses/myspace angles yadda yadda, not your general oh hey look at me naked on my digital cam thing.
Where do you see a lot of the exgf traffic flow, surprise again, jailbait type boards. The EXGF niche is just an innovative way to convert what i like to think of as "creepy old bastard" traffic. There's a reason why you see the bright colorful myspace-ish pics in all the banners and tours. Because that's the traffic flow they are targeting.
If that's what they're going for they're nailing it. I got quite a few younger chicks on my facebook. Buddies little sisters, cousin and whatnot. And the pics they post, bang on with this shit. overblurred, weird color effects and filters. stupid poetry typed over them. That's just what they do.

The key to a proper "candy" blur is sharpness. The eyes and the teeth are the meters. If either the eyes or teeth (and to some extent, the hair) are not sharp & crystal clear, it's over blurred. Lots of other factors come into play such as saturation, skin tone, shadows & light source.... but without sharpness, nothing else matters.

The two girls on the right have a sharpen on the pictures and the skin softened back after the sharpen. Sharpening makes the hair pixelate like it is.
Sharpen the original layer only, not the blur layer. After setting the opacity, use a layer mask and brush out (or brush back) any areas that need more sharpness.

That sample I reduced to 50% quality so that might of added some of the pixelation.
I figured you probably did. The 2nd girl from the right, the blonde, her lipstick outline is fuzzy. When there's no teeth to judge sharpness, the lip line works. (the girl on the far right has blurry teeth). And there are visible artifacts throughout.
But that's beside the point. You did get the effect you were looking for, yes?
It reminds me of when someone first figures out HTML and finds a free resource for cheesy animated gifs. Or all those stupid "Thanks for the ad" images on MySpace. Oh snap, you mean I can blur skin with photoshop? Look out!
If you need to clean up an image, the idea is not to make it look like it's fake. This plastic shit is over the top and kills my wood. Your surfers will not care much for this either as it defeats the entire purpose of the word "amateur." However, this also explains why there are so many threads about people's sales sucking. No clue about the market they are selling in.
