That depends on what changed... but the State has the end power, always. Like pot laws, federal wise its illegal - however the State can make it legal. But the fed could still bust you for pot, it's the Fed prosecuting you, not the State.
However the AZ laws aren't anything that steps on the Fed's toes. Giving the local law enforcement more powers can only be decided at the State level.
